I see no objection to the use, in

resent circumstances, of the profits

lying in the Trade oan reserve. These

;rofits would, I presure, be ultimately

paid into revenue, and it seems quite

safe to take over a part now.

As to the salary levy, I think

that we must agree. Hong Kong has so

far escaped the necessity of imposing

a levy; and although it is unfortunate

that the H.k. public service should

suffer it just when in other Colonies

the levy is being abolished, that is

no ground for relieving them.
