The papers are in circulation with a draft

despatch which deals with a good many other

points regarding breaks in service, and it is

unlikely that the proposed despatch will issue

at an early date. Once the point has been

decided and the despatch issued it will be

impossible to treat cases of the kind described

in No.1 in the way proposed by the 0.A.G. As

things stand, however, there are precedents for

disregarding short breaks in exceptional

circumstances, and I do not know that any great

harm would be done by acceding to the Governor's

proposal in this case, provided that it is made

clear to him that the general question of

breaks caused by voluntary resignation is under

consideration, and that this case will not in

any circumstances be held to constitute a

precedent.
