Owing to currency legislation passed yesterday cuts
in salaries will become necessary but I wish to submit proposals
for the new Governor. Meanwhile in view of serious financial
position due to fall in the exchange I consider it necessary
to pay salaries for December at rate above present rate of
dollars. Rate must be settled by the 15th December at the
latest to enable pay cheets to be prepared in large departments,
After careful consideration I request authority to pay at one
shilling and eight pence as representing fair return on sterling
bearing in mind the fact that cost of living has not yet risea
in proportion to drop in the exchange.
