Sir,
Protection of Indian Interests by His Majesty's Representatives.
I HAVE noted with satisfaction the practice increasingly adopted by His Majesty's representatives of taking the initiative in defence of the interests not only of the United Kingdom but of any British territories in respect of which they represent His Majesty. Action of this kind is particularly important at a time when, owing to the tendency of foreign countries to impose without warning restrictive economic measures, the promptitude with which representations are made on behalf of British interests generally may contribute materially to the success of subsequent negotiations.
2. In this connexion, I would remind you that His Majesty's Government in the United Kingdom are responsible for the relations of India with foreign countries. The importance of this responsibility has been evidenced in several recent negotiations, especially in connexion with economic matters of vital interest to the Indian Empire. It is essential that the Government of India should have no
cause to complain that their interests are neglected or misunderstood. I therefore feel confident that I may rely on your co-operating with me by taking the earliest possible steps on behalf of Indian interests in all cases where the action of the Government of the country in which you reside is prima facie calculated to prejudice those interests.
3. While I am anxious not to issue instructions which might affect the freedom of action hitherto recognised as proper in relation generally to the territories of His Majesty, in the case of India I desire to place it on record that you are authorised to exercise the same discretion in making representations on behalf of the Government of India without formal instructions as you would exercise in similar circumstances on behalf of His Majesty's Government in the United Kingdom. You should make it a rule to report without delay any action taken in virtue of this authority.
