to keep him for some months and he offers to find
guarantors against destitution.
There is no work
for him here. The case seems to me to be a hard one,
and the actions of the Hong Kong authorities high-handed
and harsh. I am however reluctant to pursue the case
further without prior reference to Your Excellency, and
I have, therefore, the honour to lay the facts before
you and to request instructions.
