part of the duty of a consul to foist British Indians, wandering in China, on a Colony which does not want them and which, if it

gets them, will be under some liability

to repatriate them to India. The Treasury

make a fuss when British subjects from

overseas are dumped in this country instead

of being returned to their country of origin; and H.. may wel similarly resent the well-

meant activities of consuls in China who

find the Colony a convenient depository

for embarrassing caliers.
