Sir,
I have the honour to refer to my telegram
No.178 of 24th July, 1935, and to confirm the fact that the
Advertising & Publicity Bureau Limited, having failed to
obtain sufficient support for a Fair to be held in December
next, have postponed it in the hopes of being able to hold
it in the winter of 1936/1937.

Apart from apathy on the part of local firms,
the chief reason why adequate support is not forthcoming appears to be the present high exchange rate of Hong Kong currency, which has the effect of greatly increasing the cost of
participation to intending exhibitors from the Dominions.

With a view to decreasing the cost of the
Fair buildings, and thereby the prices at which space for
exhibition could be remuneratively let to exhibitors, I had
on 6th June, 1935, with the concurrence of my Executive Council, agreed to a request from the promoters for extension of the permit for use of the Fair ground to enable three successive Fairs to be held in the winters of 1935/1936, 1936/1937 and 1937/1938; at the same time certain conditions were attached to the use of the ground, designed to prevent unfair competition with established enterprise and to restrict its use to the purpose for which the grant was made.

held during the coming winter.
