(13) BUILDINGS.

In the first instance two buildings are required.

(a) A Junior Technical School.

(b) A Building and Engineering Trade School,

Of these, the Junior Technical School is already in existence; the accommodation now provided is adequate for some years, and no further extension should be made until the experience of past students in industry allows of the best possible layout being followed. This assumes that the cost of maintaining the old building will not, in the meantime, become uneconomic.

A sketch plan of the proposed Trade School, which has already been submitted, is shown opposite.

Provision is made for extension by building a second floor over each of the wings when required. The large drawing offices can be subdivided to form small class rooms by the use of folding partitions.

The building will be fully equipped for the teaching of the various trades already enumerated.

(14) FEES.

The Classes preparing for Matriculation at King's and Queen's Colleges charge a fee of $120 per annum, the maximum fee charged in classes run by the Department.

The fees appropriate to the various courses run under the Technical side should be in proportion to this when the lower instructional costs and lesser possible financial rewards for success are considered. ble to have a flat rate fee for all courses in a Technical institution.

It has been found in Britain that it is never feasi- course must be settled after consideration of the following points :-

(a) The cost of running each course.

The fee for each

(b) The financial reward for successful completion of the course.

(c) The necessity for bringing the course within reach of the type of boy

whom it is desired to attract.

After consideration of these points the following scales of fees are recommended.

Senior Courses :-

Marine Engineering

Building

Automobile Repair.

$60 per annum,

$60 per annum.

$60 per annum.

On obtaining recognition from the Board of Trade consideration should be given to raising the fee for Marine Engineering to $120 per annum, as the financial reward is amply sufficient to justify this.

Should a six months' "refresher" course be given previous to the examination, the fee should certainly be $10 per month.

Part Time (Lecture) Courses :-Where these include day attendance for two half days per week a fee of $5 per month for each month during which tuition is given seems reasonable. Other courses should pay the Technical Institute fee of $10 per

term.
