I am commanded by the Army Council to state, for the information of Secretary Sir John Simon, that their attention has been drawn to recent telegraphic correspondence between His Majesty's Minister in ieking and the Governor of Hong Kong in connection with certain Japanese activities of a commercial nature in Macao and Canton.

I am to say that the Council cannot help viewing with some anxiety the establishment of Japanese owned harbour works and possibly aerodromes in such close proximity to the fortress of Hong Kong. The Council consider that such projects, if carried through, would have a prejudicial effect on the defence of that fortress.

A copy of this letter is being sent to the Colonial Office, Admiralty and Air Ministry.
