With reference to your letter No. F.590/

727/10 of the 13th February and Colonial office letter No. 15304/4/35 of the same date, transmitting copies of telegraphic correspondence regarding certain Japanese commercial projects in Macao, I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for Foreign Affairs, that They share the view of the Army Council, expressed in war office letter, No. 027/ 1186 (M.1.2), of the 15th February, that the realisa- tion of these projects would have a prejudicial effect

on the defence of Hong Kong.

Copies of this letter have been sent to the War Office, Colonial Office and Air Ministry.
