Chief Manager Hong Kong and Shanghai Bank saw me

again yesterday and confirmed that the bank would advance the

money if the Government will guarantee refund to the bank in

the case of default of repayment. He considers guarantee up

to about dollars one million sufficient as there would be

security for the balance. Time is important as it is

understood that reply must be given to Japanese by 15th April.
