My dear Gurney,
You will be familiar with the earlier stages of the
question of the water-works contract for ŝacao from copies
of some papers we have sent you (for instance, an exchange
of telegrɑma between the Colonial Office and the Governor
of Hong Konɛ, sent to you under cover of our despatch No.105
of the 26th March). I fear, however, that you have not
been kept posted up to date by us, though you may have heard
good deal from the Portuguese Foreign Office.
what happened was that a decision on the whole question was
taken, as a result of which the Portuguese Chargé d'affaires
was informed on the 10th April of the substance of the
various reports we had had from China and asked whether he
had any knowledge of the proposed transactions. He said
that he had none as regards Macao, though enquiries had been
