Dear Mr. Grayburn,
A Mr. A.P. Lello is coming to see you about the Macao Waterworks proposition. He has a document from the Portuguese Authorities at Macao stating that they will hold off concluding any deal with any party until four weeks from the 20th March, and he is trying to get money out of anyone he can on the strength of this document.
We are anxious that he should do nothing
to help the Japanese to put further pressure on Macao to conclude the deal in their favour, before we get support from home, if support is forthcoming, and therefore the longer he can be persuaded to hold his hand before approach- ing the Japanese, the better for us.
If therefore you can see your way to keep him in suspense for a few days even, it will be of considerable assistance to us. Whatever your intention may be with regard to his proposition, I take it you may perhaps be able to tell him you must take a few days to consider his proposal or something of that sort.
