TO SIR J.MAFFEY OF 18.1.35.

I propose shortly to appoint a Housing Commission to

enquire into the congested areas in the Colony,

especially in relation to tuberculosis which is a

dreadful scourge here. I would have appointed it before

but we had so much on the stocks. It is a serious problem.
