Statement by Colonel Chen

With reference to His Excellency Sir Willia Peel's despatch No. 26 of the 4th May on the subject of the piracy of the a. s. **Tungchow" and the desire of the owners of that vessel to obtain from the Chinese authori- ties an official statement on the results of the messures taken to effect arrests and bring to trial any persons suspected of impliestion in the piracy, I have the honour to forward herewith a translation of a report prepared by Colonel Chen, Director of the Piracy Suppression Bureau at Bias Bay, summarising the steps taken by him during the months of February and karch.

I am afraid that the results are not very satis- factory up to date, but I see no reason to doubt that the search for the pirates is still being carried out. Bo far only one pirate i.c. "Pan Ah Sui" has been brought to Canton and identified. Colonel Leung, Counsellor at Military Headquarters, has, however, recently informed me that three more pirates have been captured and I am pressing the Military authorities to have them also sent

to Conton for identification and trial. The information

regarding the arrest of these three pirates was communicated to the Hong Kong Government in my telegram to Peking No. 37,
