With reference to the recent interdepartmental
conference held at the Adiralty to discuss the possibility
of reinforcing the measures at present taken to combat
piracy off the China coast, I am directed by Secretary
Sir Samuel Hoare to transsit herewith, to be laid before
fr. Becretary Maconald a copy of a despatch which it is
proposed to address to His Majesty's Ambassador at Peking
regarding the proposal to grant certificates to vessels
which are adequately protected against piracy, which
formei a subject of discussion at that conference.
2. I as to enquire whether r. MacDonald concurs
in the terms of this despatch.
3. A similar communication is being addressed to
the Adziralty and the Board of Trade.
