The Meeting had under consideration the

report and recommendations of the Commander-in-Chief,

China, arising out of the piracy of the S.S. TUNGCHOW

in January 1935, which had already been under

preliminary examination by a small Admiralty conference.

The Chairman opened the discussion of the various

questions involved by indicating the tentative conclusions

arrived at by this preliminary conference.

It was agreed that owing to the practical difficulties in the way of a satisfactory search, either on shore anywhere outside Hong Kong or on board
