With reference to your letter No.53555/35) of the

(10) 21st instant, I am directed by Secretary Sir John Simon

to forward, herewith, for the information of Mr. Secretary

MacDonald a memorandum prepared by H.M. Chief Inspector

of Explosives as to the laws and regulations affecting

the manufacture, storage, sale and conveyance of

explosives in this country, which Sir John Simon suggests

should be forwarded to the Governor of Hong Kong.

It is regretted that this Department has no spare

copies of the Acts and Regulations referred to in the

memorandum.
