2. Up to date no steps have been taken to intimate to "SAGA" that her movements in some instances are not in accordance with International Naval Traditions and Customs. The policy has been to keep as close a watch as possible on her activities with the aid of the Police, to endeavour to discover something of the nature of her activities which might give some indication of Japanese plans.

3. It is interesting to note that recently practically all her activities have been to the Southward and Westward of Hong Kong.

4. I concur in the suggestion put forward in the last paragraph of Minute I.
