July, regarding the expropriation of Chinese tenants
in Zowloon City, I have to inform you that, if poa-
sible, i should prefer dr. Kan Ozia Rou's letter to
remain unanswered other than by a formal soznowledg-
ment. If, Lowever, ne presses you for a reply you
should state that the question is one which is being
dealt with directly between myself and the Chinese
Government.
