I attach a Note on the history of
this matter
The present question of the
Governor, as implied at the end of his telegram,
(No.4) is as to whether the Courts of Hong Kong
will be obliged to accept the Order-in-Council
of the 22nd of December, 1899, as giving the
Colonial Government full authority over Kowloon
City. It is apparent that it may no longer be
