Sir,

I have the honour to acknowledge the

receipt of your despatch No.73 of 22nd August, 1934,

forwarding a further communication from the Inspector-

General for Foreign Affairs on the subject of the

Seamen's Union. I regret that I have nothing to add

to my letter of 17th January, 1934, and Sir Thomas

Southorn's letter of 24th April, 1934, which clearly

set out the reasons why it is impossible to accede

to the request of the Inspector General.
