Petitioners, Wong Tak, Chau Kam Po, Ha Shai Wo,
Yung Wing Pan and Chiu Chan Ting, Representatives of the Chinese Seamen's Branch Union in Hong Kong, beg to
submit to the Hon: Secretary for Chinese Affairs that
they have been directed by the Chinese Seamen's Union
to establish a branch in Hong Kong in order to guide
the unemployed seamen in the Colony to the proper path of life and to help them to earn their living. Some time ago, Mr. Kam Kai Hau (Kam Chieh Hon) the Special Foreign Affairs Officer for the Five Provinces in the South, appoint-
ed by the Central Government of China, has discussed the
matter with His Excellency the Governor. Petitioners have
rented the second floors of the houses at Nos. 30 to 32
Des Voeux Road Central as the office of the Chinese
Seamen's Branch in the Colony.
Petitioners pray that you
will be so kind as to approve their application, and then they will be grateful.
