Sir,
With reference to your letter No.94 of the
22nd December, 1933, forwarding a copy of a letter from the
Inspector General for Foreign Affairs regarding a proposal
to establish a branch of the Chinese Seamen's Union in Hong
Kong, I have the honour to inform you that this Union was
by order in Council dated 26th May, 1927, declared to be an
unlawful Society under Section 4 of the Societies Ordinance,
1920. The reasons which influenced the making of that order
are still cogent and I am not prepared to consider its
recission.
2.
Moreover the establishment of a branch union
with headquarters outside the Colony would be contrary to
the provisions of Section 7 of the Illegal Strikes and
Lockouts Ordinance of 1927.
3. I shall accordingly be glad if the Inspector General may be informed in such terms as you may think fit that this Government is not prepared to permit the
establishment of a branch of the Chinese Seamens Union
in Hong Kong.
