With reference to your despatch No.929

on 33740 of 13th August, 1934 enclosing the reply of the

United States Government to the enquiry addressed

to them by His Majesty's Government regarding

the export of arms to China, I have the honour

to inform you that the Counsellor to the French

Embassy called here in this connexion on the

12th February. He informed Sir Victor Wellesley

that the French Government had, subsequent to

the enquiry undertaken by His Majesty's

Government in August, 1934, themselves enquired

of eight Governments as to their attitude. All

the replies which they had received appeared to

be satisfactory with the exception of the

Japanese reply. In view of M. Cambon's enquiry

it seems to me appropriate that the French and

United States Governments should now be informed

of the position as it appears to His Majesty's

Government.
