We Cambon remarked that, with the exception

of Truun, all replien which had been returned to the Preno

Government's enquiry scemed to have been satisfactory.

His Majesty'n Governannt, on the other hand, received two

replies Thich they felt unable to qualify in this manner.

The Swiss Government stated that there were no regulationa

in Switzerland controlling the manufacture of and trade

in arments, and that they had only been able to inform

certain private arandont firms of the Chinese Government's

regulations. The Belgion Government stated that they

would only consider the imposition of a measure of control

when they hed received assurances from all countries

concerned in the production and transportation of munitions

of mar festined for Chine, that identical measures had bee

teken rað effectively applied.

Sa The position, therefore, in the light of the

replies clicited by Hls "jesty's Government, is that, of

the principal countries exporting arms to China, all save

three have given completely satisfactory assurances.

The

procedurs enforced by the Japanese authorities may in the

circume boncus indicated "bove be regarded as not open to

divergence from the gukoral practice that a further approac

to both Governachts appeared advisable with a view to
