Maze has now received reply to enquiry which at my
request he addressed (group undecypherable) on June 7th.
Sense of reply is as follows:
A. The terms "arms" mentioned in Article 11 of new
arms regulations is explicitly defined in Article 2 of
regulations and in Article 2 of particulars of procedure,
B. In the case of a Gountry where there is no Chinese
Legation the Chinese Consul stationed there is to apply by
telegram to legation in charge of that Consulate for approval
and on approval being given may then vise the Hushao.

As regards A, ï und.rstand a translation of "National
"Government amended regulations governing transportation
"permits for military use" and of "detailed rules for
"enforcement" of the same has been sent recently to American
Legation, Peking by United States Consul-General here.
