With reference to Foreign Office letter
No. F 1196/60/10 of the 28th February last regarding the
export of munitions of war from Hong Kong to China, I am
directed by Secretary Sir John Simon to transmit to you
herewith copies of two despatches from His Majesty's
Minister at Peking. In his despatch No. 536 is enclosed a
copy of a memorandum from the Waichiaopu, in which the
suggestion is put forward that arms imported "on consignment"
into Hong Kong or Singapore should not be allowed to be
re-exported to China on production of a Central Government
"huchao" without previous reference to the Waichiaopu.

In the case of Hong Kong Sir John Simon would be
disposed, subject to any observations which the Secretary of
State for the Colonies may have to offer, to regard the
Chinese request as reasonable, seeing that there is no
Chinese diplomatic or consular officer stationed in the
colony. In Singapore, however, there is a Chinese Consul-
General and it would appear from an enquiry made in 1930
(a copy of the relevant document is enclosed for the
information of Sir Philip Cunliffe-Lister) that in a country
where there is no Chinese Legation "huchaos" are to be
endorsed by the Chinese consular officer resident there after
reference/
