I desire to refer to r. Behrens despatch
(64) 30.536 (19/41.1/1935) of the 4th April last regarding

the export of mmitions of war from Hong Kong and
Singapore to China. In the copy of a memorandum from
the Waichiaopu, which was enclosed, the suggestion is
put forward that arts imported "on consignment" into Hong
Kong or 3ingapore should not be allowed to be re-exported
to China on the production of a Central Government 'huchao'
without previous reference to the Wichiaopu.
2. In the case of Hong Kong His Majesty's Government
are disposed to regard the Chinese request as reasonable,
seeing that there is no Chinese Diplomatic or Consular
officer stationed in the colony and they have accordingly
instructed the Governor to adopt the procedure suggested
by the Chinese Government.

The position at Singapore is different, for there
iso Chinese Consul-General stationed there. Now in
Mr. Ingram's telegram from Shanghai to Sir Miles Lampson
(64) No. 158 of the 10th July 1930, it appears that in the case
of a country where there is no Chinese Legation 'huchaos'
are to be endorsed by the Chinose Consular officer resident
