countries which have oct adopted the export licence systen

the importer in China, before affording "in transit"
faollities. You should not make specific mention of this in
your note, but if enquiries should be made, you may inform
the Italian Government of the position in this respect. It
is hoped by this means to epsars within the limitatlong of
the Barcelone Coavention and Statute on Freedom of Transit
adequate control also over urma consigned via Hong Kong from
those countries where the licence system does not obtain.
