With reference to Foreign Office letter
No. F 1638/60/10 of the 16th March last on the subject of
the export of arms to China, I am directed by Secretary
Sir Samuel Hoare to transmit to you herewith a copy of a
telegram which has been received from His Majesty's
Chargé d'Affaires at Washington.

While Sir Samuel Hoare does not feel that he can
properly take any action in the matter, he would be glad
if Mr. Secretary Macdonald would communicate with the Government
of Hong Kong with a view to ascertaining, if possible, whether
the shipment is in fact covered by a Central Government
•
"huchao" He would observe that, since the consignment is
demonstrably "in transit" through Hong Kong, no question of
withholding facilities arises.
