We sent you officially, under cover of Foreign
office letter No 6451/60/10 of 18th October, a translation
of a note from the Italian Government about the new
regulations in Hong Kong in respect of arms destined for
China. I now enclose a copy of a letter from Rome, from
which you will see that the Italian Ministry of Foreign
Affairs have asked to have the original returned to them;
the reason was, I understand, that it had been sent
without the concurrence of other interested Departments.
There being no technical objection from our point of view,
the Embassy duly returned the note. It should therefore
be regarded as cancelled.
