No. 2 shows that the Hong Kong
Government recognize the existence of the
loop-hole pointed out by the United States Government, and are prepared to co-operate
with the United States Government in measures
to close it. The Foreign Office say that it
would, in their opinion, he preferable to adopt a procedure which would enable the United
States Government themselves to verify the real
destination of arms to he exported from
United States territory, and the suggestion of
the Hong Kong Government would ensure this.
All that appears to he required is
to send a copy of 2 to the Foreign Office in
reply to 3 and suggest that the Hong Kong
Government's suggestion should he communicated
to Washington for the United States.
