This loss will prove a heavy burden on the
Colony and I cannot but feel that in the case of
receipts of this nature which fall short of outgoings
in respect of such service the question of the
exemption of such receipts from Military Contribution
de serves serious consideration and I should be
grateful of your views on this point before raising
the question officially. It is referred to in my
reply to the despatch on the proposed all-air mail
scheme.
