His Excellency the Officer Administering the Government has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 47 to 53 of 1935) of supplementary expenditure set out below.

By His Excellency's Command,

Amount provided in Estimates is $700. This is inadequate. 8 Cadets promoted to Sub-Lieutenants last year, have not yet received their Uniform Allowances; and it is estimated that there will be 9 further promotions before the end of this year.

49.-34, Public Works Extraordinary :-35A, First instalment of

.$ compensation for resumption of St. Peter's Church

In the Objects and Reasons of the Sailors' Home Ordinance, No. 5 of 1925, Government undertook to provide a new site for a church to replace St. Peter's Church, West Point, which is to be relinquished to Government, and to grant the sum of $50,000 towards the cost of erection of the new church.

Preliminary work on the new church, which is situated at Kowloon Tong, has already started, and it is estimated that $14,000 will be required this year for site preparation, retaining walls and piling.

It could not be foreseen at the time the 1935 Estimates were in course of preparation when work would be commenced, and no provision was made in the current year's Estimates.

A vote of $14,000 is accordingly requested. The balance of $36,000 will be provided in the 1936 Estimates.

Due to unavoidable delays in 1934, progress on the eastern portion of the scheme was held up. Since the commencement of this year, however, the work has progressed so rapidly that unless additional funds are pro- vided work will come to a standstill before the end of the year.
