some explanation seems necessary.
When
the obligations of the Colony in regard to
defence were defined, it was found
necessary to make some special arrangements
regarding certain bands which had long
been in the possession of the War
Department. It was decided that these
lands should be regarded as a fund to be
preserved Antact either in land or in
money, and a system was adopted whereby
the value of lands surrendered by the War
Department should be credited to them in
Military Lands Account, the Colony
undertaking to reprovide the War Department
with lands as and when necessary, their
value being set off against the War
Department's credit in the Military Lands
