Dear Cowell,
Many thanks for your official letter (53514/36)
of 3rd December about the suggested contribution from
Air Votes towards the cost of the extension of the Kai
Tak aerodrome.
Notwithstanding the fact that a settlement of
the matter is urgent, we are still engaged on discussing
what is, in effect, a point of procedure, namely whether
this proposal should be dealt with separately from the
general issue involved.
As you know, we feel that this proposal requires
further discussion not only on its own merits but also in
relation to the general question of the terms of provision
of land for Royal Air Force requirements in Hong Kong;
and many weeks ago we proposed a meeting of interested
Departments for that purpose.
It may be that as a result
of such discussion you will be able to convince us that
the proposed contribution is both reasonable in itself
and
