I agree that Memo. A should be sent to

Treasury as proposed.

I suggest that consideration of Memo.

B should be deferred, and that we should

decline even to discuss the terms on which

further land could be placed at the disposal of the R.A.F. until we have secured some satisfaction for the Hong Kong Government

in this matter of the expenditure which they have incurred at Kai Tak. If the Air Min-

istry should begin to prate about Imperial nec ssities we can reply that they can have all the available land they want if they

will pay for it, but that if they are re-

duced to such straits that they have to

default to the H. K. Govt. in a matter of 100,000 it is clearly beyond the powers

of the H. K. Govt. to meet their liabilities

for them. Let us, in fact, reverse the

position; let the Air Ministry incur any necessary expenditure and come subsequently to H.K. for such contribution as may be
