13th July, 1935.
Sir,
With reference to Your Excellency's note
of the 22nd January 1935, transmitting a statement
made by the Ministry of Railways with regard to the
principal and interest outstanding in respect of the
Canton-Kowloon Railway Loan of 1907, and to previous
correspondence on the same subject which has passed
between Your Excellency's Ministry and this Mission,
I now have the honour to invite attention to a further
default in payment of the half-yearly interest on this
loan, due for payment to the bond holders on the 1st
June, 1935, which occurred on the 18th May, and amounted
with Bank's commission to £27.856.19.4. The total
default in the service of this loan now amounts to the
very large sum of £1,414,276.16.8.
I must once more remind Your Excellency that by
the provisions of Article 14 of the Loan Agreement
the Chinese Government unconditionally promised to pay
the principal of the loan, and the interest on the loan,
on due dates, and I have the honour to request that
Your Excellency will again make strong representations
to the Government Departments concerned with a view to
the immediate adoption of effective measures, not only
His Excellency
Monsieur Wang Ching Wei,
Minister for Foreign Affairs, a.i.,
Nanking.
