these are now being instructed through the Harbour
Master to bring them to the Secretariat for Chinese
Affairs at six monthly intervals and this will be
strictly enforced.

As regards the ending of the muitsai system there is, as you are aware, at present no age limit in
Hong Kong but an enactment imposing such a limit is now
in contemplation. When this is made law it will be possible
to make a fairly accurate estimate of the date on which the last muitsai will be removed from the register.

As you are also aware, the question of
increasing the staff of Inspectors is now under consider-
ation. At present I see no reason for such action, as
the facts given above seem to me to indicate that the
number is adequate. The duties of Inspectors do not, of
course, stop at visiting registered muitsai. They also
do a great deal of work interviewing suspected muitsai in
streets and elsewhere and following up reports of unregistered muitsai.
