I have the honour to acknowledge receipt of your telegram of 25th March, 1935, reading as follows:-

"Your telegram 37. When may I expect Committee's report?
"Please forward by air mail detailed terms of reference."
and to confirm my telegraphic reply of 1st April, 1935, as
follows:-
"Your telegram 36 Mui-tsai. Chairman of Committee expects
"to forward report to me about end of May next. It will
'be forwarded to you as soon as possible after receipt.
Air mail despatch follows."

The terms of reference to the Mui-tsai Committee
were: "To consider certain proposals forwarded by the Secretary
of State on the subject of the Mui-tsai System in Hong Kong
and to report on these and kindred matters". These terms of
reference were fully explained in a letter to the Chairman
dated the 3rd December, 1934, of which I enclose a copy.
