Even if it is necessary to increase the
inspectorate of the Secretariat for Chinese Affairs, the
monies needed for this purpose would be employed to a
better effect in welfare work among the poorer children.

ensure that girls whose parents have parted with them are
in safe and suitable custody. The Government also to
encourage the registration of each transfer before it is
made and to frown upon parents who make transfers in
Hong Kong without first consulting the Secretary for
Chinese Affairs or the official Guardian. In this way the
Committee think it might be possible to introduce some
system of approved adoption analagous to that existing
in England today. The ultimate goal should be approval or disapproval of every proposed adoption or every
transaction before its completion.
