Our Committee has again been considering the
They desire position with regard to the lui Tsai of Hong Kong. in the first place to say how much they appreciate the steps taken by His Majesty's Government to meet the criticisms of
our Society.
They feel, however, that more might still be done
to expedite the complete emancipation of these women and girls
from this form of servitude, which frequently involves cruelty. From the date of lir. Winston Churchill's decisi on of thirteen
years ago, emancipation has taken place at the rate of approxi- mately 10% per annum, and there are admittedly still over
2,000 lui Tsal in Hong Kong.
There is one feature which our Committee regards as most objectionable, name ly, the number of adult women held under the system. In November 1922 the Duke of Devonshire telegraphed precise instructions to the Governor of Hong Kong that legislation should provide that Mui Tsai over 18 years of age should be free to leave. My Committee would apreciate being informed what steps
have been taken by the Government to provide for those who wish
to regain their freedom.
