Referring to Colonial Office memorandum

No.53526/35 of the 3rd September, on the subject of

the retirement from the Public Service of Mr. J.C. Kaye,

formerly Chief Clerk, of the Shanghai Post Office, we

gather from the enclosures to that memorandum that the

gratuity and reduced pension, which we have paid to

Mr. Kaye from Hong Kong funds, is in respect of his

combined services under the Colonial and Imperial Governments

and that Colonial funds are to be re-imbursed at a later

date by the General Post Office in respect of the Imperial

portion of such gratuity and pension. In this connection

you may remember that Colonial Office letter No.54826/1923

of the 21st December, 1923, stated that in cases where a

retired Colonial Officer is in receipt of a pension from Imperial as well as from Colonial funds, such pension should be issued to the recipient separately by the Imperial

authorities.

The procedure thus laid down has been generally adhered to by us since that date, and has since been confirmed by the views expressed in Colonial Office letter No.25249/27 of the 28th July, 1927, and in correspondence enclosed with Colonial Office letter No.6074 E.A. of the
