I, RICHARD CHUAN HOE LIM of Victoria in the Colony of
Hong Kong, Barrister-at-law, hereby certify that I was Counsel
on behalf of the above-named petitioner in the proceedings in
the Full Court in Hong Kong, against the above-named Ng Loi
Yuen on a charge of having murdered one Michael Pine of Victoria
in the said Colony of Hong Kong and am of the opinion that the
above-named Ng Loi Yuen has reasonable cause to appeal to His
Majesty in Council against the decision of the said Full Court
in Hong Kong.
