to the extent of almost $2,000,000,
particularly in view of the fact that
the situation would have been more
unfavourable were it not for the
fact that a sum of almost $1,000,000
standing to the credit of the Military
Contribution Suspense Account is
to be credited to Revenue during the
course of the current year.
I observe that the estimates
have been framed with a view to pre-
serving intact a surplus balance of
$10,000,000, but I note that in your
speech to the Legislative Council
you anticipated that it may possibly be
necessary to reduce the surplus balances
below that prescribed minimum for a
short period. I consider, however,
that every effort should be made to
avoid reducing surplus balances below
that limit.
