I shall be glad to receive your covering

sanction for this additional expenditure and would request that your decision may be communicated by telegraph as suitable Naval candidates who are due for immediate

repatriation to England are available for recruitment.

Funds are available for their salaries at the revised

rates until the end of this year under Head 27 Sub-Head 33 (page 86) of the Estimates for 1934.

I regret that it is necessary to ask for this increase in emoluments. When the Estimates were prepared every effort was made to keep the cost of establishment

as low as possible and it was hoped that suitable officers

could be obtained at the figures provided. I fear that

such hope cannot be realised.
