I have the honour to inform you that it

has been found impossible to recruit suitable officers to fill the two posts of Shipkeeper, Instructors, which appear under Head 27 (B) Hong Kong Naval Volunteer Force on page 89 of the Estimates for 1935 which were forwarded to you

[2] under cover of my despatch No.517 of 5th October, 1934.

I have discussed the recommendations of

and

the Commanding Officer with the Commodore-in-Charge,

have come to the conclusion that suitable candidates who

should be ex-Petty Officers, Royal Navy, cannot be obtained

at the salary of $2,400 to $2,640 by $120 annually provided

in the Estimates.

I accordingly propose, in place of the

incremental scale provided, to substitute fixed salaries

of $3,600 and $3,000 per annum respectively with corresponding

seniority for the two posts.

4.

The Finance Committee of the Legislative Council has been confidentially consulted in the matter and has agreed to the revised salaries and signified its

willingness to approve in due course the necessary supple-

mentary provision of $1,800 for next year.
