I have the honour to refer to the fifth
(5) paragraph of your despatch No.18 of 16th. January, 1935,
Enclosure No.1 and to enclose for your approval copy of two resolutions
Ansel (9)
relating to Loan Works the cost of which is being
charged to the surplus balances of the Colony pending
the raising of a further loan. The resolutions relate
to works which have already received your sanction,
and they were passed by the Legislative Council on
28th March last.

The circumstances connected with these
resolutions are fully explained in the speech of the
Enclosure No. 2 Colonial Treasurer to the Council a copy of which is
enclosed for convenience of reference.
