Far East, to Air Ministry.

Now confirm that immediate occupation can be
obtained of officers mess site on agreement to pay
dollars 36625 plus 4400 for additional area now
required for approach road as project to construct
joint road with local Government now abandoned or such
less sum as may eventually be agreed upon.
Immediate
Occupation can be obtained of triangular area on
agreement to pay dollars 176150 or such less sum as may
eventually be agreed upon. Government will not agree
grant indeterminate marine rights but prepared to leave
unreclaimed any land likely to interfere with sea access
and will consult Air Ministry before any reclamation of
this nature is undertaken. All this is subject to
consent of Secretary of State for Colonies which is
understood to be merely formal. Presume negotiations
for actual transfer and occupation of land will be
conducted between you and Secretary of State for
Colonies.
